Custom mood themes can only be applied to Plus or Paid accounts, that's right. (I mean, Basic account holders can apparently cheat and temporarily upgrade to Plus without losing their moodtheme when they downgrade to Basic, but I've never tried...)
I've already started uploading more icons. Plus adding some of the people and comms I promised myself I'd add if I went paid, which is win.
